With numerous travel restrictions, you may face difficulties travelling between countries. If you are physically in Singapore, can you still manage a business transactions or property abroad? Can you still submit certain documentations to the governmental bodies outside of Singapore?

Key Point 1 – A valid Power of Attorney

Even though you are physically in Singapore, you can grant a power of attorney to a trusted party located in your country to facilitate the transaction there. As a power of authority gives someone authority to do something, it should be properly drafted and tailored to address your needs.
即使您身处新加坡，您也可以授权委托于仍在您的国家值得信任的第三方促成交易。授权书赋予第三方做某些事的权利，因此授权书应被适当地草拟以及定制以满足您的需求。
To use the Power of Attorney in your country, a power of attorney executed in Singapore must also be valid in your country even if the requirements of Singapore have been complied with.

Key Point 2 – The POA must be properly Notarized

The Power of Attorney must be notarized.

Most Notary Public will require you to sign the Power of Attorney before them. A Notary Public is a senior lawyer practising in Singapore who has been approved to act as a notary public under the Notaries Public Act.
绝大多数的公证人会要求您在他们面前签署授权书。公证人是在新加坡执业的资深律师，并且根据《公证人发》获得批准担任公证人。
Please check that the Notary Public is properly licensed before proceeding.

Please bring and show your identification document (eg. passport).

The Notary Public will then issue you with a notarial certificate.

Key Point 3 – Authenticate, Verification and Legalizing with SINGAPORE ACADEMY OF LAW

Make an appointment with the Singapore Academy of Law.

You can book an appointment by visiting https://legalisation.sal.sg/ to authenticate and verify the notarized Power of Attorney.

From 20 January 2021, you can receive both the authentication certificate and legalization stamp from the Singapore Academy of Law.

Key Point 4 – Legalisation

Visit the applicable embassy to complete the legalization procedure. If the Power of Attorney is to be used in China or Hong Kong, the legalization service will be carried out by the Chinese Visa Application Service Centers (CVASC).
访问相关的大使馆以完成领事认证。若该授权书是为了在中国或香港使用的授权书，则需由中国签证申请服务中心进行领事认证。
The legalization process can take about 2 weeks or longer, depending on the embassy and whether all the documents submitted are complete.

Key Point 5 – Be ready to wait

Be prepared to spend some time waiting for your turn at the Embassy. Depending on the Embassy, you will have to queue to take a queue number at the reception. For CVASC, the queue for a number could extend to outside of the building.

After that, you will have to wait for your turn to be called at the counter. If you do not have the complete documentation, the counter will reject your application and ask you to repeat the ordeal all over again until you bring the complete set of documents which are properly signed.

Documents not properly notarized may be challenged as being invalid for use, possibly leading to significant delays and being unable to enforce otherwise-clear legal rights. It could even lead to potential liability for negligence if you are getting the document notarized on behalf of someone else.
